I have a cover page designed that consists of two pages, when I preview the doc (.w3d) in the page setup of report writer it looks fine. The body is centered in the pages. When I print the report to pdf the body of the second page is pushed down 5" on the page and the text rolls over to the 3rd page. ANy thoughts as to what is causing this?

Every printer driver has a different amount of Printable area, so margins may vary slightly between printers, or between your printer and the PDF driver. However, any such variations are usally very minor, within a half inch or so, definitely not 5". So that can't be the issue.
Since you only show us 2 pages of the doc, it's hard to tell. But there must be some space or items on the first page that is pushing or collapsing things so future page start unevenly. You might want instead to Insert > Page Break in your master template where you specifically want new pages to start.
Then if the first page is still expanding onto 2, maybe you have a merge field or something merging in extra space, although that sounds strange.
If previewing your document does the same thing, that might help you spot the culprit. If you can't figure out the cause, tech support could probably figure it out if they have you send them an example report with the issue and the original .W3D
